Arc Flash Time Delay Control Switch Relay (TD-CSR) warns operators of remote racking of circuit breakers.

Great idea we have suggested in our low voltage NFPA 70E arc flash training at e-hazard.com. It is rare but sometimes in remote racking a breaker can fail and arc flash. Warning when a remote racking is coming is a great idea. (We know nothing about this company or products but the idea is sound and should be reasonable in cost).
