Burn Up the Myth:

IE / I&C Technician Training

Q: My staff are digital instrumentation technicians who will never see any voltages greater than 120VAC. What entity requires training for these type individuals (right now, we’re going to the training because our Electrical group says we need to, but can’t prove a basis for the training, and because it makes sense from a safety point-of-view)? What is the training actually required for these type individuals? Does initial training differ from refresher training? How often is refresher training required?

A: Instrument techs are normally “exposed to” voltages higher than what they commonly “work on”. This is the key. The first issue is shock and understanding when they might be “exposed to” 480V shock exposures; (usually older equipment is the culprit where there is supply and control voltage in the same compartment).

The second issue is 480V arc flash. We have several instances where workers are working on control wiring in MCC’s and a 120V minor arc flash turned into a major 480V arc flash when it ionized air gap in the 480V.

OSHA requires training of all “recognized hazards”. Shock on 120V kills more than 12,500V according to NIOSH. Arc Flash hazards are greatest on 480V systems. There is likely little or no arc flash exposure on 120V systems unless the worker is also “exposed to” 480V. I’m for meeting OSHA requirements on training and not over doing it, BUT I have investigated a few incidents of dead IE/I&C techs who thought they knew everything and had a 480V arc flash, so this work is a hazard. Even 120V control wires can kill in the right conditions. Safety training is law, not just an internal (company) compliance requirement.

Working on 120V is a hazard often ignored. Specific training is required for ALL “qualified persons” by OSHA. It doesn’t spell out what you have to train on specifically but they must be trained.

We worked a case of an untrained and unqualified supervisor in Arkansas forcing an electrician to do work unsafely which resulted in the electrician’s death. That supervisor had not attend training. He lost his job and was also investigated for homicide charges.

Two Men Injured in an Electrical Accident at Caterpillar Facility in Illinois

Burn Up the Myth:

Arc Gloves & Cut Resistance

Q: I have a small pilot program to reduce hand injuries. We have been testing cut resistant Kevlar gloves from several manufacturers and they seem to be providing better protection to our lineman when they are splicing & termination URD cable. After sitting in on your presentation during the ICUEE show, I have been wondering what would happen if one if the lineman would try to use these gloves as a liner inside their 20 KV gloves.

Has any of your testing involved these types of gloves? Is Kevlar inherently FR (and Arc Resistant) or are there different types of Kevlar?

Is Kevlar inherently non-conductive or will Kevlar become conductive or allow electrical tracking at higher voltages or moisture levels (from sweaty hands).

If your testing has not involved these gloves, are you aware of other who might have tested them?

A: If you look below, ASTM is considering something similar to what you are proposing. The F18 committee has voted to consider developing a standard for cut resistant protectors which could offer advantages over leather. If you are interested in the new standard you should let the chair of the taskforce know. No products like this are on the market because they are not currently legal but if this standard can work through the ASTM F18 committee, it is likely to be allowed by NFPA 70E and OSHA law in the future.

I haven’t tested that specific glove but here are my thoughts.

Kevlar is excellent in arc flash. The coating could be another matter. Without the coating the Kevlar or many other blends could be excellent glove liners. That being said, I have tested many Kevlar gloves like these and haven’t seen any with a coating that ignited. Some could, but none have to date.

Kevlar is non-conductive, but not like a rubber insulation but glove liners are normally cotton so Kevlar would excellent for a liner. Kevlar would be just as good as a cotton glove liner and will not continue to burn and will not melt in arc flash.

I think you have a good glove for your use, but I’d look into the coating to make sure it doesn’t cause any issues under the rubber. Pure Kevlar gloves would be fine for arc flash and cut resistance under the rubber gloves but some blends with Kevlar or Twaron (another brand of para-aramid) could work well too and migh be a little less costly and give other desirable qualities.

Proposed Non-Leather Glove Protector ASTM Standards

Proposed ASTM F18 Standard for Rubber Glove Protectors Other Than Leather.

The F18 committee voted to consider a separate standard for glove protectors other than leather. This is a chicken and egg issue since NFPA 70E and OSHA require ASTM F696 (leather ONLY) and D120 (rubber ONLY). Manufacturers interested in producing and end users interested in using protectors made of flame resistant/arc rated materials like Twaron, Kevlar, Modacrylic, Kermel, Nomex and others should contact Doug Lovette Chair of the ASTM subcommittee over worker protection.

The Electrical Safety Authority of Ontario commissioned a study on the impact of common work contaminants on PPE, utilizing ArcWear & Kinectrics as the testing source.

The testing procedure and cost of garment testing (ASTM F2621 and IEC 61482-1 Method B) will be changing as of December 1, 2011. These changes are related to our new ISO-17025 accreditation process. Beginning in December 2011, garment tests will be conducted using two (2) garments. It will be important that you provide three (3) of each garment that is to be tested. The additional garment is necessary in cases were an additional shot might be necessary. The price for a garment test will be $1,500. This price includes washing for ASTM F2621.

ETAP has introduced etap2, an iPhone app that links to a host of features that deliver the latest info and services onto your iPhone and similar iOS devices. Included is an Arc flash calculator, latest news, training & events, on-the-go support, videos & tutorials, social media links, and contact info. We found it pretty amazing that someone had an electrical app for an iPhone that did more than calculate impedence on cables.

FR Advisor Online Resource

The FR Advisor is an online resource created to answer key questions that safety managers have when evaluating a flame-resistant program. Designed around four important FR themes – protection, comfort, value and standards – the FR Advisor is a self-paced learning tool that allows you to learn more about aspects of FR clothing. Just updated is “Know Your FR III: A New Way to Learn About FR” from KnowYourFR.com. This is run by Westex and Workrite but very balanced on things you need to think about.

Utility-Specific OSHA Outreach Training

The OSHA Training Institute Education Center, Keene State College, is offering Utility-Specific OSHA Outreach Training as taught by e-Hazard instructor, Lee Marchessault.

NCSH 472 Utilities Plus Contruction Outreach Program (U+COP) focuses specifically on the requirements of the OSHA Outreach Training Program for Construction with customization relevant to utility employees and their contractors.

NFPA 70E 2012 Edition

NFPA 70E 2012 is now out, with all e-Hazard classes available on the new materials.

e-Hazard’s free update is online for Train the Trainer (TTT) attendees at http://www.e-hazardonline.com in the Low Voltage (LV) folder. The standard’s effective date is August 31, 2011. Old labels installed pre-September 30, 2011, will be grandfathered. New labels will have new requirements.

Tasmania Recommends NFPA 70E to Meet New Law
Tasmania Law Article 110.8 (B)(1) “If the energized electrical conductors.. (50V and above)… are not placed in an electrically safe work condition (i.e. de-energized) … work practices shall protect employees from arc flash and from contact with energized conductors…”

Burn Up The Myth

Question: Are there any arc rated winter gloves?

Answer: Though the ASTM Hand Protective Device Test Method is not yet approved a few companies have begun testing gloves for use in arc flash which could be considered “winter gloves”. These companies used the new hand protective test method which is basically ASTM F1959 with a modified panel. These are in no particular order.

Stauffer Safety, Kevlar lined leather and does about 40 cal/cm² in the glove standard Style K900LEJKVF and Style GW19CSLJKV.
Revco Arcster used to be Tigster Leather over FR cotton fleece (Style A60) 25 cal/cm².
Superior Glove CarbonX with leather palm MXGXKL Glove 19 cal/cm² (one layer but warmer than leather).
Mechanix Wear, Team Issue Level 5 Part Number CXG-L5 Glove 41 cal/cm².
Mechanix Wear, Team Issue Level 10 Part Number CXG-L10 Glove 22 cal/cm²
DEHN APG 10 Style 758798 Leather/Interlock Knit Gloves, 32 cal/cm² palm, back 45 cal/cm²

New Electrician Face Shield

BSD ErgoS

A new faceshield with what looks like full spectrum light transmission (though slightly gray) is on the market. We tested this a few months back and it is available in the market.

The ErgoS family of electrican face shields are tested and certified according to EN 166, IEC 61482-1-2, ASTM F2178 and test principle GS-ET-29.

According to their literature the ErgoS family provides:

Protection against second degree burn according its corresponding protection class
Clear visibility and natural colour reproduction by clear — not dyed — visor
Colour reproduction index >90%

To date these haven’t been installed or tested to meet the level of hoods but this shield has met HRC 2 with >8 cal/cm2 protection.

OSHA Cranes and Derricks Final Rule

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) released an historic new standard, addressing the use of cranes and derricks in construction and replacing a decades old standard. The significant number of fatalities associated with the use of cranes and derricks in construction and the considerable technological advances in equipment since the publication of the old rule, issued in 1971, led the Labor Department to undertake this rulemaking

July Survey Results: Gloves

Below are the July survey results:

Some companies use two different colors of rubber gloves for voltage-rated gloves to make it easy for workers to know when their gloves have been tested. OSHA law requires testing every six months after gloves are put into service. Companies must have a means to track this.

Most respondants would consider “shock resistant” arc rated gloves IF the standards allow them. Many companies have been designating some rubber coated gloves for voltage testing avoiding the use of more expensive rubber gloves. For decades people used “dry” leather for this task but with advent of NFPA 70E the move has been toward rubber gloves with leather protectors. With tasks which have a low risk of shock and arc flash but which have some risk of arc flash some companies have chosen to use aramid gloves with latex coating on the palms. Is this safe? Should there be a standard for this type of glove and it’s use? These gloves do not meet ASTM D120 because it tests with a bath and electrodes. Would another test be OK for gloves used for voltage testing or for changing LV circuits?

Pub Date for NFPA 70E 2012 Edition

NFPA 70E 2012 is out as of last Friday.

e-Hazard’s free update will be online for Train the Trainer Attendees next week at http://www.e-hazardonline.com
in the LV folder. The standard’s effective date is August 31, 2011. Old labels installed pre- Sept. 30, 2011 will be grandfathered. New labels will have new requirements.

e-Hazard Classes are available on the new materials as soon as the standards ship. Our two new TTT classes will cover our materials on the new standard. We’ll have them on site in Sacramento, CA in September 2011 and Louisville, KY December 2011.

Arkansas Electrical Utility Employee Injured in Arc Flash

Burn Up the Myth:

Arc Rated Clothing = No Burns

Question:
Our worker was in an arc flash August 2011
. The employee was kept overnight for observation and treatment of two small burns, one on his thumb and one on his shin. The incident occurred when a worker cut into two phases on an energized 480 volt service. The arc was probably between 1 and 6 inches from the pant.
Engineering is working on the arc flash calculation but I am sure it far exceeded the 16 cal rating of the pants. Could a worker get burned in an arc flash at or below the rating of the clothing?

Answer:
The short answer is yes. You can get burned in an arc flash. This example is a good one. The worker assumed something was de-energized which was not in an electrically safe work condition. The cut into the conductor caused an arc and the worker was closer than the arc flash boundary and the working distance. They were in the right pant but not the right gloves for the job and not the right work position.

Some might argue that he wasn’t in the right pant because he got burned. We need to understand arc flashes much better. Arcs like this are primarily plasma and that plasma will burn a hole in most garments. Arc Ratings are a good way to choose PPE but the calculations are very approximate.

The key here is this worker did not get a clothing ignition which carries a 50% probability of death. He will be OK. He was burned slightly but in the old days, this utility was in cotton, hoping for no arc flash. Now they have arc rated pants and shirts and flash suits for some work conditions. They have arc rated winterwear and rainwear so they will never have a clothing ignition from arc flash. This sock did get burned but didn’t continue to burn so it didn’t increase the extent of the injury.

Was this guy lucky? No. He was wearing the right stuff in case this type of mistake was made.
